Air space around Perth will be restricted from 26 – 31 October as the city hosts the Commonwealth Heads of Government Meeting (CHOGM). The Department of Defence and Airservices Australia have developed new regulations and procedures to ensure “that appropriate level of air space security exists to support the event.” The details are contained in AIP SUP H50/11 and apply to any aircraft planning to operate from the surface to FL600 within 90 nm of Perth during that period.
Three temporary restricted areas (TRA) will be activated by NOTAM and patrolled by both Defence and Police aircraft.
R905 will cover Perth CBD, R906 will apply to inner Perth out to 11 DME and R907 out to 36 DME. An Air Defence Identification Zone (ADIZ) will also be established, activated by NOTAM.
Although this does not shut aircraft out of the Perth air space completely, there will be times when access will be denied and aircraft diverted. According to the AIP, security agencies “will endeavour to be as permissive to civilian flying as the security situation allows.”
Jandakot operations will be restricted to tower hours only and aircraft doing circuits will need to flight plan and will be given a discrete transponder code. Flights to and from, and within the CTR won’t be permitted during the nominated periods. Police are expected to be on the ground at all airports in the Perth basin to enforce the requirements of the AIP.
Anyone planning to operate within 90 nm of Perth during CHOGM should read the AIP very carefully before rolling.
